Mepz Authority

The MEPZ Authority is a statutory body established under the Special Economic Zones (SEZ) Act, 2005, functioning under the administrative control of the Ministry of Commerce and  Industry, Government of India. It is responsible for the overall administration, infrastructure development,regulatory facilitation, and promotion of industrial activity within the Madras Export ProcessingZone (MEPZ) SEZ, located in Tambaram, Chennai.

Since its inception, the MEPZ Authority has been instrumental in developing MEPZ SEZ into a dynamic hub for export-oriented industries, supporting sectors such as textiles,electronics,engineering, IT/ITES, and pharmaceuticals.

 

Functions and Responsibilities

1. Infrastructure Development and Asset Management

The Authority develops, maintains, and modernizes physical and utility infrastructure essential for efficient industrial operations. Major infrastructure initiatives include:

a.Road Infrastructure
  •  Widening and relaying of all internal roads within the SEZ using bituminous and concrete surfaces.
  • Installation of road signage and lane markings for smooth traffic flow.
  •  Construction of internal service roads, footpaths, and parking areas.
b. Power Supply and Electrical Infrastructure
  •  Establishment of a 33/11 kV substation for uninterrupted power supply.
  •  Regular maintenance of distribution transformers, panels, and underground cables.
  • Installation of solar streetlights and rooftop solar panels to promote renewable energy.
c. Water Supply System
  • Augmentation of water supply infrastructure including:
    •  Laying of new pipelines
    •  Installation of smart water  meters
    •  Overhead tanks and sumps for storage
  •  Tie-up with Chennai Metro Water for assured water supply.
d. Sewerage and Wastewater Management
  • Upgradation of the entire underground sewer network.
  •  Installation of new Sewage Treatment Plants (STPs) with enhanced capacity.
  • Planning and execution of a new Common Effluent Treatment Plant (CETP) with Zero Liquid Discharge (ZLD) to treat both sewage and industrial effluent generated within MEPZ.
e. Stormwater Drainage
  • Construction of an integrated stormwater drainage system to prevent waterlogging.
  • Periodic desilting and maintenance of all drain channels.
f. Solid Waste Management
  • Deployment of a dedicated agency for daily collection, segregation, and scientific disposal of waste.
  • Implementation of source segregation and introduction of recyclable waste processing initiatives.
g. Street Lighting
  •  Complete overhaul of street lighting system with energy-efficient LED lights and automated controls.
  • Pole-mounted surveillance integration for enhanced safety.
h. Fire and Safety Systems
  •  Installation of fire hydrants across strategic locations in MEPZ.
  • Fire drills, safety awareness programs, and coordination with the local fire service department.
  • Periodic upgrades to firefighting systems in common facilities.
i. Green and Sustainable Initiatives
  • Development of green zones, parks, and buffer landscaping across the zone.
  •  Planting of thousands of native and ornamental trees and shrubs.
  •  Promotion of plastic-free and pollution-free zone initiatives.
j. Security and Surveillance
  •  Round-the-clock security with deployment of trained guards.
  •  Installation of CCTV cameras at entry/exit gates and across critical points.
  •  Access control systems, visitor pass management, and vehicle tracking.
k. Digital Infrastructure
  •  Implementation of an e-office system for internal administration.
  • Online portals for unit applications, grievance redressal, and utility services.
  • Smart governance through GIS mapping of infrastructure and utilities.

2. Regulatory and Statutory Facilitation

  • Serves as a single-window clearance mechanism for all SEZ-related approvals.
  •  Ensures compliance with SEZ Act, 2005 and SEZ Rules, 2006.
  •  Assists units with approvals related to customs, licensing, and statutory obligations.

3. Land and Built-up Space Management

  • Allotment of land and factory buildings to SEZ units through transparent processes.
  •  Leasing of standard design factory (SDF) spaces and built-up office infrastructure.
  • Ongoing maintenance of MEPZ administrative building and common-use structures.

4. Support Services and Welfare Measures

  • Provision of:
    • Canteen facilities
    • Public restrooms
    • Medical aid and ambulance service
    • Bus bays and staff transportation coordination
  • Conduct of health camps, blood donation drives, and safety workshops.
  • Maintenance of cleanliness and sanitation across public and industrial areas.

5. Promotional and Outreach Activities

  • Conduct of MEPZ Day and industry meets to promote interaction between stakeholders.
  • Engagement with exporters, trade bodies, and state agencies to attract investments.
  • Coordination with Tamil Nadu Government for policy alignment and infrastructure support.

Recent and Ongoing Projects

  •  Preparation of Detailed Project Report (DPR) for CETP with ZLD for long-term environmental sustainability.
  •  Renovation of SDF buildings and modernization of common infrastructure.
  •  Digital monitoring systems for water and power consumption.
  • Smart waste management pilot projects with IoT-based tracking.
  • Proposal for the construction of a Grade-A warehouse to attract logistics and e- commerce units.
  • Enhancement of solar power generation capacity across MEPZ.
